Napa Valley College Campus Student Housing Project CEQA Review
CEQA Review: August 17-September 15, 2020
Napa Valley College’s On-Campus Student Housing will provide housing for our diverse students, including veterans, single parents, international students, athletes, and more. On-campus student housing allows students to actively engage in meaningful ways with the campus and our community: Students who choose to live on campus generally have better grades and are more likely to graduate than their counterparts who live off campus. The housing will provide a quality affordable residential community for students and will support college enrollments, as well as college recruitment and retention goals. On-campus student housing will expand NVC’s support of our community by providing a local student workforce, reducing traffic and travel to/from campus, and enhancing adjacent city projects.
The new quality, affordable student housing community will be located at the north end of main campus and is projected to open for students fall 2023. This student community is intended to be inclusive of the diversity of the campus population through a variety of unit types. Rents will be lower relative to the other offerings in the nearby vicinity.
Primary Objectives
The primary objectives of this new student housing community are to:
- Provide an affordable, quality, on-campus living experience
- Promote an even more engaged and diverse population
- Enhance campus engagement and successful educational goals
- Support recruitment and retention of students
- Extend purposeful campus integration with the community
By advancing a project that meets these objectives, we will be supporting our students and the community while adhering to our mission of preparing “students for evolving roles in a diverse, dynamic, and interdependent world.”
Control and Risk
In alignment with the objectives stated above and the desire to minimize risk to the
District and/or the local citizens, this project is structured as a public-private
partnership (P3) with The Martin Group. In this structure, the District leases the
land to a not-for-profit 501(c)(3) owner. The Martin Group, as the selected developer,
assumes development risk relative to final completion. Given the nature of the P3,
the District will have approval rights on all major decisions.

on our website. There will also be a formal review period August 17 through September 15, 2020 as
part of the CEQA (California Environmental Quality Act) process.
